From my experience, if you eyes are running, just as long as the skin on the eye is dry when you put on the eyeliner, the liner should not budge when your eyes run thereafter. It takes only a minute or so for your liner to set and once it's set, you're generally protected from runny eyes or moisture to the eye that will ruin your make up, giving you that raccoon eye look.
The only problem I had with this eyeliner, which is absolutely beautiful and the brown is gorgeous, is that the liner itself is extremely soft so you have to be very gentle when applying so as not to break the point. Also, be very careful when sharpening the pencil because if you're not, you will keep sharpening, loosing way too much product. This eyeliner is too expensive to waste like that. I think you should be OK with this eyeliner even with runny eyes. May I make a suggestion? Get this liner at Sephora, use it for a few days and if not satisfied, you can return it to sephora for a full refund with the receipt even if you have used the product. I have all the YSL eyeliner pencils and I particularly love the 2 Greens and the purple. But every one is gorgeous and works as they say it does. Take a chance and purchase it. I also have allergies and watery eyes, but my eye makeup stays put thanks to my favorite eyeliner. YSL waterproof eye pencil is the best on the market!!! I apply my eyeliner in the morning and it lasts all day until I remove it at night. The texture is so creamy and the pigment is strong. You can smudge this eyeliner and it still looks amazing. I highly recommend this eyeliner to anyone who's in search of a waterproof pencil.

I've only used the Waterproof pencil, but I find that once it's on, it stays on. Its very soft and smudgable before it sets, so I don't think watery eyes should be a problem. I tend to rub my eyes a lot, and I've never had a problem with mine.

I was very disappointed in this pencil. I also have issues with eyes that won't stay dry. The color beaded up on my eyelids and fell into my eyes even if I let it dry by keeping my eyes closed for a couple minutes.

You can smudge it, I find if I don't go over it with a brush it flakes in my eye and causes vision problems. Color is very intense and pencil is easy to apply.

I love this liner...it goes on like silk and dries very quickly. I really dont smudge my liner so cant say it would work like that. You should try it!

The beauty of the eye pencil is that it's soft. If you are used to using harder pencils, you have to apply with a lighter touch. It will go on smoother and not clump if you use the lighter touch. The stick in the sharpener is to clean out the sharpener. This is the best waterproof I've used in years!

Hi! The pencil goes on soft, but then dries to a waterproof finish that really lasts!! Just let it dry on your eyes for 30 seconds. The small stick is to clean anything that gets stuck in the sharpener.

I had trouble sharpening my eyeliner pencil also. The point kept breaking and the kohl seemed to shrink making it totally unusable . I sometimes ended up with pieces of the outer cover poking my eyelid during application.

I liked the color, but have had a smudge problem at one spot on one eye. I got permanent liner which helped.....I liked the pencil if you don't have a smudge problem

Unfortunately, the kohl itself is very soft and I can't even use it to make a smudge. I put in the fridge and no use! It's my second Yves Saint Laurent eye pencil with the same problem
